PA Energy Code Implementation Timeline

October 27, 2017:

The PA General Assembly passed Act 36 of 2017, which required the Department of Labor and Industry to complete a review of the Uniform Construction Codes (UCC), make recommendations, and implement updates by October 1 of 2018.

The Department of Labor and Industry directed their UCC Review and Advisory Commitee (RAC) to complete a full review, including public comments, and produce a set of detailed recommendations.

May 1, 2018:

The Department of Labor and Industry released the RAC ICC Code Review Report which recommended implementing a revised UCC based primarily on the 2015 I-codes.  They subsequently began integrating the recommendations into new Rules and Regulations.

September 29, 2018:

The Department of Labor and Industry released PA Bulletin Document No. 18-1524, the Rules and Regulations that detail the adoption of the new UCC, including a number of important amendments.

October 1, 2018:

The implementation of the revised UCC began and newly permitted projects must comply with the new codes.  However, Act 36 of 2017 allows a grace period during which the prior code can be utilitized "where a design or construction contract was signed before the effective date of regulations".

April 1, 2019:

The grace period ends and all newly permitted projects must comply with the new UCC, which is based on the amended 2015 I-codes.
